SAUK VALLEY AREA CHAMBER SUPPORTS REDISTRICTING Illinois Fair Map Amendment Needs to be on November Ballot February 18, 2010 STERLING, Ill – Every 10 years the state is required to redraw the lines for state and congressional legislative districts based on census figures. The existing law requires the General Assembly to reach an agreement on the new district boundaries, if they cannot agree a separate commission of eight legislators is appointed (four Democrats and four Republicans). If the commission also fails to reach an agreement one additional legislator is appointed to the commission who then makes the final determination on the new boundaries.
The last few times the legislative boundaries have been redrawn the General Assembly and the Commission have both failed to reach an agreement leaving it to one legislator to determine. The League of Women Voters has reviewed this policy and recognized a deficiency in the system and is now working to gain support for the IL Fair Map Amendment. This initiative would allow for more transparency in the process ultimately removing some of the partisanship from how legislative districts are created.
Last week, the Chamber’s Board of Directors voted unanimously to support the IL Fair Map Amendment in an effort to begin to reform the way legislative districts are created. Chamber President Sam Card said, “The current process used to create legislative districts is a partisan process which needs to be replaced with a more open, competitive system.” In order for the initiative to appear on the November ballot 500,000 signatures will need to be collected prior to May 1st. 2010. The IL Fair Map initiative is an important measure which takes a step in the right direction to remove politics from the redistricting process.
The Chamber is doing its part to help collect signatures by making petitions available. Registered voters in Whiteside County can either stop by the Chamber Office, located at 211 Locust Street, Sterling, to sign the petition or watch for more information on the Chamber’s petition party scheduled for March 23. During the petition party event a representative from the League of Women Voters will be on-hand to answer any questions about the Amendment. To learn more about the Illinois Fair Map Amendment go to www.ilfairmap.com.

This year’s events will include a grill out featuring buffalo burgers and hot wings, the United Way Chili Cook-Off, a build-your-own scarecrow event and face painting by Woodlawn Arts Academy from 10-2 p.m.
This year the organizers of the market are adding a new feature to the festival – a build your own scarecrow event. The United Way Chili Cook-Off will be taking place again this year during the market’s harvest festival. Those purchasing a wristband will also have a chance to win a $250 gift certificate for The Wilderness Resort, America’s largest water park which is located in Wisconsin Dells. “It is exciting to see more community organizations beginning to work with the market to help promote existing events and finding a way to tie in to what’s already happening downtown. The farmers market is a collaborative effort and this is exactly what we had hoped for” said Ed Cox President of Sterling Main Street. In fact one of the other groups with an activity on the 26th is the CGH Foundation, which is working with the Whiteside County Health Department and Northern IL Home Medical Supply to host Pink Harvest, a breast cancer awareness, in downtown Sterling the same day. Businesses participating in Pink Harvest will be designated with a scarecrow stuck in a bale of straw outside their business on the 26th. Each business will feature different survivor stories and consumers will have a chance to register for a grand prize. The more stores you visit – the more entries you have!
Kimberly Ewoldsen, Executive Director of the Sauk Valley Area Chamber of Commerce, is also happy with the addition of other events taking place the same weekend. “Anytime we can bring multiple community organizations together and promote all of them it is a win-win for all of us.
The Twin City Market affords a venue to be able to help further local growers efforts to diversify their existing operations and help citizens find fresh locally grown and produced products.” Ewoldsen went on to say, “The Harvest Festival is a natural venue for the United Way Chili Cook-Off and we are excited they are back again this year for our annual event.”
Russ Siefken, Executive Director of the Whiteside County United Way said, “This is an existing event in our community which we can help promote and there is a built in audience with market clientele. SAUK VALLEY AREA CHAMBER OF COMMERCE OPPOSED TO LEGISLATION IMPACTING ECONOMIC DEVELOPMENT BILL WOULD REQUIRE PREVAILING WAGE March 12, 2009 STERLING, Ill – The Sauk Valley Area Chamber of Commerce is opposed to House Bill 63 and its companion legislation Senate Bill 43. These bills could drastically impact economic development within the state by requiring prevailing wage on all construction projects that occur within enterprise zones and TIF districts. A prevailing wage requirement would impact the cost of a number of construction projects and could ultimately limit the number of completed projects. State chamber officials also believe the legislation, if passed, could force prevailing wage rates be utilized in even privately funded projects. Sauk Valley Area Chamber of Commerce President, Susan Boyd said, "We agree with state chamber officials in that this is a local issue and not one that needs to be legislated from Springfield. We are hopeful our area legislators are not going to support legislation that could undermine some of the state's most utilized economic development tools." It is important to point out, the prevailing wage requirement would be necessary even if public dollars are not helping fund a project. To read a copy of the legislation, go to the Illinois General Assembly's website at www.ilga.gov. SAUK VALLEY AREA CHAMBER OF COMMERCE COMMITTED TO EDUCATION FUNDING BOARD RENEWS SUPPORT FOR SALES TAX INITIATIVE February 12, 2009 STERLING, Ill – The Sauk Valley Area Chamber of Commerce is announcing its continued support for the 1% sales tax to benefit school districts in Whiteside County. On November 4th, approximately 10 Illinois counties had the opportunity to support the sales tax for education initiative. Whiteside County voters defeated the ballot initiative as did a number of other counties; however, it is on the April ballot for consideration again.
Public Act 95-0675, the County School Facility Occupation Tax Law, authorizes a county board to impose a Retailers’ Occupation Tax & a Service Occupation Tax (sales tax) on certain tangible products if authorized by voters. The tax can be passed for 0.25% increments up to a maximum of 1%. Titled or licensed property, food, drugs and medical supplies would be not impacted by this tax.
Last fall the Chamber’s Board of Directors supported the measure and after re-evaluating the issue the organization’s support remains strong. Sauk Valley Area Chamber of Commerce President Susan Boyd said, “It is imperative our community members understand the importance of this initiative. School funding is an underlying factor that significantly impacts economic development.”
The State of Illinois is responsible for providing the majority of education funding and it has consistently failed to accomplish that mandate according to the Chamber Board. There is a need to update the way education is funded in Illinois. One method to accomplish that would be to shift away from reliance on property taxes. While the 1% sales tax would not enable a move away from property taxes for education in Illinois it may be a starting point.
Sauk Valley Area Chamber of Commerce Executive Director Kimberly Janssen said, “Funds generated by this tax will allow school districts increased flexibility in the source of revenues and could ultimately help begin the shift away from property taxes. Quality school systems and facilities are essential to the continued development of our community and we are pleased to be once again supporting this initiative.” Janssen went on to say, “This is a chance to further support the efforts of our local school districts, which will ultimately play a role in future economic development ventures. The strong relationship between education and business help keep our community strong.”
Funds generated from the tax could be used for school facility purposes, which includes but is not limited to acquisition, development, construction and reconstruction of capital facilities or to issue alternative bonds, without referendum, for school construction projects. Those bonds would then be backed by the estimated revenue from the sales tax. Dollars can also be used for fire prevention, safety, energy conservation, disabled accessibility, school security and more.
